Set a Page 1 in Magazine Content

When uploading a magazine pdf, page 1 is automatically the cover page so the actual Table of Contents is off by 2 pages. Instead of redesigning magazine TOC twice—once for print and another for digital—Why not have a way to set the actual Page 1 so the TOC in both print and digital line up?
